Is OKX available in Pakistan? Restricted list vs PVARA NOCs

Published · updated

Is OKX available in Pakistan? Short answer

Checked on 13 and 20 October 2026. Pakistan is not on OKX’s published list of restricted locations. PVARA, Pakistan’s virtual assets regulator, named Binance and HTX when it announced NOCs on 12 December 2025, and we found no PVARA statement naming OKX. For that reason this page shows no OKX button and no code for Pakistan.

What OKX’s own restricted list says

The OKX risk and compliance disclosure lists 17 ISO-coded restricted countries and territories: Afghanistan, American Samoa, Canada, Cuba, Guam, Hong Kong, India, Iran, Japan, North Korea, Northern Mariana Islands, Malaysia, Nepal, Puerto Rico, Syria, Uzbekistan and the U.S. Virgin Islands. It also separately names Crimea, Donetsk and Luhansk. Pakistan is not among them. A list of this kind is not a licence: it only says where OKX itself says it does not serve users.

PVARA licensing and NOCs: who has one

PVARA’s website states that all virtual asset service providers must obtain a formal licence before offering services in Pakistan. Its update of 12 December 2025 says PVARA granted no-objection certificates to major global crypto exchanges including Binance and HTX.

We found no PVARA statement naming OKX, and PVARA does not publish a full list of NOCs on its site. So we write “we found no PVARA statement naming OKX”, not “OKX has no NOC”. If PVARA names OKX, we will update this page.

Why we show no OKX button in Pakistan

Our editorial rule for Pakistan is to show an exchange link only where a regulator statement confirms a NOC. For OKX we did not find one, so we show no button and no code. Do not give a false country or someone else’s identity to get around a restriction or a check.

Banks and virtual currencies

State Bank of Pakistan BPRD Circular No. 03 of 6 April 2018 told banks and financial institutions to refrain from processing, using, trading, holding or transferring value in virtual currencies; it addressed banks, not individual users. That circular has been replaced by BPRD Circular Letter No. 10 of 2026 (14 April 2026). By our check on 23 October 2026 we did not read the 2026 letter: the SBP website returned HTTP 403 to our requests, so this page does not describe what the 2026 letter says, and the 2018 circular is cited here only as the replaced rule. We could not verify from an official source whether OKX supports PKR or P2P in Pakistan, so we make no claim about it.

Alternatives in Pakistan

PVARA’s 12 December 2025 update names Binance and HTX. A separate page will cover Binance in Pakistan. For how we check facts, see How we verify and the editorial policy.

What this page does not claim

This page does not say that OKX has or lacks a PVARA licence or NOC, because we found no PVARA statement either way. It does not say that using OKX in Pakistan is legal or illegal, and it is not legal advice. It does not say whether OKX supports PKR or P2P in Pakistan. It only reports what the cited sources say on the dates shown.

FAQ

Is OKX legal in Pakistan?
