Is Binance legal in Pakistan? NOC, not a licence (2026)

Published · updated

Checked on 20 October 2026 (the SBP circular letter CL10 was read by our editor on 22 October 2026; the other sources on 20 October 2026). Binance received a no objection certificate (NOC) from PVARA on 12 December 2025; that is not a full licence. We say “received a NOC”, not “licensed” or “regulated in Pakistan”. This page shows no Binance sign-up button, and we did not observe the sign-up flow from Pakistan.

Binance and PVARA: what the NOC means

PVARA’s website says it granted NOCs to major global crypto exchanges including Binance and HTX. Profit (Pakistan Today) quotes PVARA on 14 December 2025 that these are “not blanket approvals, but the first step in a phased, risk-mitigated framework”. Read it as permission to proceed in a phased process, not as a finished licence. PVARA also states that every virtual asset service provider must obtain a formal licence before offering services in Pakistan.

Virtual Assets Act 2026: NOC deadline 5 September 2026

PVARA advisory PVARA/ADV/001/2026 of 26 April 2026 refers to Section 70 of the Virtual Assets Act, 2026 and says transitional entities must submit a NOC application by 5 September 2026 or cease operations. We did not read the text of the Act itself in this check, so we quote only what the advisory says. Check the current PVARA website, because the position can change.

Banks and crypto: SBP circular of 2018 replaced in April 2026

The 2018 circular (BPRD Circular No. 03 of 6 April 2018) told regulated entities to “refrain from processing, using, trading, holding, transferring value” in virtual currencies. SBP replaced it on 14 April 2026 with BPRD Circular Letter No. 10 of 2026, “Authorizing Opening of Bank Accounts to PVARA’s NOC/Licensed VASPs and their Customers”: NOC holders may open only a limited-purpose account to complete licensing, with no virtual-asset operations until a licence is granted (CL10 para 5); full accounts are for PVARA-licensed VASPs and their customers, and regulated entities “shall not invest, trade or hold virtual assets using their own funds or customer deposits”. The letter does not mention Binance, and whether Binance holds a PVARA licence or NOC beyond what is stated above is not verified by us (checked 22 October 2026). We draw no conclusion about what an individual may do. Do not use a way around a bank’s rules.

Binance KOL promotion for Pakistan (time-limited)

Binance’s announcement of 2 September 2026 says its promotion was open only to Pakistan-based KOLs selected or approved by Binance Pakistan, and that referrals from restricted jurisdictions, including the US, UK, EEA, Hong Kong and Singapore, do not count. The announcement is time-limited and we did not verify that it is still open, so we do not present it as a current offer. Check its promotion period before you rely on it. We state no reward amount here because we have no verified amount for Pakistan. Binance has no referral-code field at sign-up; the referral is attached by the link. For how this works in general, see Binance referral link.

What we could not verify

  • PKR payments, P2P, JazzCash and Easypaisa. We found no official Binance page we could read, so we say nothing about them. Do not treat P2P as a way around bank rules.
  • Tax. We did not find official FBR guidance during this check, so we give no rate. This is not tax advice.
  • The Act itself. We quote PVARA’s advisory, not the statute.

PVARA, SBP and Binance pages could not be opened from our review environment on 20 October 2026 (HTTP 403 from the network proxy), so the quotes above are the ones read on the official pages on that date by our editorial team, recorded in our evidence file. Re-check them on the source before you rely on them.

Where Binance is not available

Availability depends on Binance’s own restricted-location list and local rules. If Binance is not available where you live, choose an exchange that serves your country; our country pages list what we have verified. For how we check facts, see How we verify and the editorial policy.
