What Bangladesh Bank’s FE Circular No. 24 says (15 September 2022)

The circular is titled “Prohibition regarding virtual assets, virtual currencies and facilitating their exchange/transfer/trading”. Paragraph 2 says virtual currencies are “neither approved foreign exchange/currency” under the Foreign Exchange Regulation Act, 1947. Paragraph 3 defines a virtual asset; an excerpt of the definition reads “a digital representation of value that can be digitally traded, or transferred” (the sentence continues in the circular).

Paragraph 4 states: “Any transactions made in/from/to Bangladesh for obtaining virtual assets (as defined in paragraph 3) or its subset- virtual currencies, are not permitted by Bangladesh Bank.” Paragraph 5 says “all individuals/entities/institutions operating in Bangladesh shall refrain from dealing in virtual assets”.

The circular is addressed to all scheduled banks, authorized dealers of foreign exchange, MFS providers, financial institutions, other concerns and all stakeholders associated with foreign exchange dealings in Bangladesh. We read it as a rule that applies to virtual assets in general, not to one exchange.

Is Bangladesh on Binance’s prohibited list?

No. Bangladesh is not named in Binance’s List of Prohibited Countries, “Updated - 5 January 2026”. By our check on 21 October 2026 Bangladesh is also not in the list of countries where Binance states the Binance App is supported, updated 18 August 2026. We do not draw a conclusion from that absence.

Is this the same as “Binance is banned”?

No. Two different things are involved. The regulator, Bangladesh Bank, sets what banks, payment providers and others in Bangladesh may do. The exchange, Binance, publishes its own list of countries it does not serve. The circular does not name Binance, and the Binance prohibited list does not name Bangladesh. News articles and forum posts often mix these two up; we keep them apart and quote each source.

bKash, Nagad and cards: what we can and cannot confirm

The circular is addressed, among others, to MFS providers. That is all we can confirm about mobile financial services: we make no statement about bKash, Nagad or any card, and we could not verify anything about them from an official source. We did not verify any newer Bangladesh Bank circular than the one of 15 September 2022.

Why there is no sign-up button here

We show a sign-up link only where our evidence covers the country and the exchange is available there. For Bangladesh we have no such evidence for Binance, and the circular applies to all platforms, so there is no button, no code and no alternative with a button. Do not use a false country or someone else’s identity to get around a check or restriction.

For where we show the Binance code, see Binance referral code. For how we check facts, see How we verify and the editorial policy.
